Minerva Waterman (1860-1941) [the grave marker has the name "Minette J. Waterman"] became the first city head librarian in 1890, retaining the position until she retired in 1941. "W. E. Waterman" was listed as a Santa Cruz property owner in 1866, but it's not know whether this was a relative.
